Perimeter security barriers for commercial airports - photoBy July 1st, 2004 seaports and port authorities worldwide had to be in compliance with a broad range of new security procedures designed to impact both ports and ships at sea desiring to enter ports. There is now a heightened awareness that our ports, both in the U.S. and world wide, have needed a massive improvement in overall security procedures and infrastructure.

Most U.S. ports have made excellent strides in the period leading up to the July 1st deadline, but many projects are underway or still in the planning stages to better protect the personnel and infrastructure assets of our ports and protect our citizens against U.S. ports being used as the entry point for terrorists devices or terrorists themselves.

Standard shipping containers are the most common means that goods enter or leave a port. In 2003, the American Association Of Port Authorities (AAPA) reported nearly 128 million metric tons of containerized cargo traffic flowed through U.S. ports in their North American Port Container Traffic 2003 report.  

The following U.S. ports - Los Angeles (CA), Long Beach (CA), New York/New Jersey, Oakland (CA), Tacoma (WA), Charleston (SC), San Juan (PR), Hampton Roads (VA), Savannah (GA), Seattle (WA), Houston (TX), and Miami (FL) all handle more than one million TEUs - Twenty-Foot Equivalent Units annually. The Port of Los Angeles handled over 7 million! Until recently, there was little effort to examine many of these containerized shipments to determine whether they contained materials harmful to U.S. citizens.
