National Response Plan

The Department of Homeland Security (DHS) has been charged with the responsibility of unifying the nation's efforts to deal with domestic contingencies.

To facilitate this mandate, the President issued Homeland Security Presidential Directive 5 (HSPD-5) on February 28, 2003, calling for the creation of a National Response Plan (NRP) to "integrate Federal Government domestic prevention, preparedness, response, and recovery plans into one all-discipline, all-hazards plan" under the authority of the Secretary of Homeland Security. Under the NRP, a National Incident Management System (NIMS) will be developed to provide a consistent nationwide framework to standardize incident management practices and procedures to ensure that Federal, State, and local governments can work effectively and efficiently together to prepare for, respond to, and recover from domestic incidents, regardless of cause, size, or complexity.

The purpose of the NRP is to enhance the ability of the United States to prepare for and to manage domestic incidents by establishing a single, comprehensive national approach. To accomplish this goal, the NRP integrates all incident management activities across the continuum from pre-incident awareness, prevention, and preparedness to incident response and post-incident recovery. It establishes a single base plan to address all hazards and contingencies, covering all disciplines. The Plan also ensures coordination at all levels of government - local, State, and Federal - and cooperation with the private and public sectors in order to bring the full range of the nation's capabilities to bear in protecting the homeland.

Finally, this Plan ensures that the Federal government works effectively and efficiently with State and local agencies to prevent, prepare for, respond to, and recover from domestic incidents by establishing a common NIMS to be used at all levels.

Natural Disaster

A disaster with an acute onset and profound effects, caused by the forces of nature, e.g., earthquake, flood, volcanic eruption, tropical cyclone, inland storms (tornado), heavy rainfall, heavy snowfall, absence of rain, heat wave, cold wave. See Disaster, Emergency, FEMA, Flood, Manmade Disaster.

Near Field

A term that refers to the area immediately surrounding a detonation in which blast and fragment damage will be extensive. See Far Field

Net Explosives Weight for Quantity Distance (NEWQD)

The total quantity, expressed in pounds, of high explosives equivalency, in each item or round to be used when applying quantity-distance (Q-D) criteria or other standards. The NEWQD is equal to the NEW unless hazard classification testing has shown that a lower weight is appropriate for Q-D purposes.

Neutralization

The act of replacing safety devices, such as pins or rods into an explosive item to prevent the fuse or igniter from functioning. It does not make the item completely safe as removal of the pins or rods will immediately make the item active again. It should not be confused with disarming.

Night Vision

Night Observation Device (NOD); night sight; night viewing weapon sight; night vision equipment (NVE); night viewing aid (NVA); night viewing goggles (NVG) a variety of devices, using (passive) image intensifiers (intensification of residual light) and/or thermal (infrared) imagers to improve observation, target acquisition or aiming in low light conditions; they can be coupled with (active) laser aiming lights (laser illuminators or designators, target markers, spot projectors); they take the form of hand-held or helmet-mounted binocular and monocular goggles, pocket scopes, rifle-mounted weapon sights, or armored vehicle periscopes. Night Vision Device (NVD)

A type of viewing device that employs infrared or low-light technology to produce discernible images of objects that are in near total darkness. Light levels as that provided on a dark night by a single star are sufficient for some night vision devices to produce images. See Thermal Imaging.

Non-electric Blasting Caps

Similar in appearance to the electric blasting caps minus the leg wires.

Non-electrical Initiation Source

A blast or explosion initiator that is non-electric in nature such as a time fuse.

Non-Exclusive Zone

An area around an asset that has controlled entry but shared or less restrictive access than an exclusive zone.

Nondelay Impact Fuse

A fuse designed to function upon impact with a hard surface, prior to its complete penetration or ricochet.

Nonlethal Weapon

Weapons used by friendly forces designed to incapacitate the target or otherwise neutralize hostile forces rather than to kill or seriously injure. Examples include gas, such as tear gas, and stun grenades. See TASER.

Nonlethal Weaponry

Weapons designed specifically to perform tasks with minimal risk of making a lethal impact, for example rubber bullets and fired bean bags for riot control.

Nose Loading

In transportation security, the practice of placing high-value cargo in the forward end of a truck, with bulky low-value cargo behind it in a blocking fashion.

NVD / NVG

Abbreviations for Night Vision Devices and Night Vision Goggles, respectively. See Night Vision Device, Night Vision.
